If you want to publish an Android app on the Play Store, step one is creating a Google Play Console developer account. This gives you access to Google’s app publishing tools, insights, policies and it’s a one-time setup.
Whether you’re a solo dev, startup, or established business, this guide walks you through every step of the process, so you’re ready to launch fast and with confidence.
Step 1: Get a Google Account
You’ll need a regular Google account to start. If you already use Gmail or YouTube, you’re good.
Want to keep your dev work separate? Create a new Google account just for development and app publishing.
Step 2: Go to the Google Play Console
- Head to https://play.google.com/console
- Sign in using your Google account
You’ll land on the setup page where you’ll begin your developer registration.
Step 3: Accept the Developer Agreement
Carefully read through the Google Play Developer Distribution Agreement.
This covers policies like app content, payments, and user data.
- Check the box to accept the terms
- Click Continue
Skipping this? You won’t be able to proceed. Google’s strict on this part.
Step 4: Pay the One-Time Registration Fee
In 2025, the registration fee is still $25 USD (as of now).
- Add a valid credit or debit card
- Complete the payment using Google Pay
Once your payment goes through, your developer account will be linked to your Google account permanently.
Step 5: Fill Out Developer Profile
After payment, you’ll be asked to provide details about yourself or your company:
- Developer name (this shows on the Play Store)
- Contact email address
- Website URL (optional but recommended)
- Phone number
- Country
Double-check these details. This info builds trust with users and Google.
Step 6: Identity Verification (Required)
As of 2023 and continuing in 2025, Google now requires all developers to verify their identity:
- You’ll be asked to upload a valid government ID
- For organizations, you’ll need business documentation and possibly D-U-N-S info
- Verification usually takes 24 to 48 hours
Until your identity is confirmed, you won’t be able to publish apps.
Step 7: Enable Two-Step Verification
Google Play Console now requires 2-Step Verification for extra security.
- Go to Google Account Security
- Turn on 2-Step Verification
- Add your phone number or use an authenticator app
This protects your account from unauthorized access.
Step 8: Account Ready
Once your payment is processed, your profile is complete, and your identity is verified:
- You’ll see the Google Play Console dashboard
- You can now create and manage apps
- You’ll also be able to invite team members or link a merchant account (for in-app purchases)

Your Google Play Developer account is now live and ready. From here, you can:
- Create new app listings
- Upload app bundles or APKs
- Set up pricing, policies, and content
- Track downloads and performance
